Program Monitoring and Assessment - Assists in and designs and develops detailed plans, goals and objectives for the implementation of long range and administration of major FOIA / PA issues. Oversees the implementation of the USDA FS FOIA / PA issues that have a broad scope and mission. Provides expert analysis and management evaluations that include milestones and schedules programming necessary for effective management, operations and decision making in support of the FOIA / PA. Designs and develops management reports for public servants. Provides interpretations of data that highlight trends, identify deviations from standards and / or plans and project data in the future. Participates in teams to develop proposals on the issues through the program FOIA / PA and / or within the organization.
REQUIREMENTS:
Grade 12: Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to GS-11 level which is in or directly related to the line of work for the vacancy and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.
Level 13: Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to GS-12 level which is in or directly related to the line of work for the vacancy and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

ADDITIONAL INFORMATION ON REQUIREMENTS specialized experience: Applicants must have one year of specialized experience equivalent to GS-11 GS-12 level or grade GS-12 GS-13 level of quality that offers a Masters (1) a wide range of qualitative methods and / or quantitative evaluation and improving the effectiveness of the program or process improvement and management of complex systems, (2) A thorough knowledge of the range of administrative laws, policies, regulations and case law in the event of one or more public programs, (3) Knowledge of the goals and objectives of the agency, the sequence and chronology of key events and milestones of the program and methods to assess the value or accomplishments of the program, and (4) skills to plan, organize, and direct team study work and negotiate effectively with management to accept and implement the recommendations where proposals involve substantial agency resources, require significant changes in established procedures, or may conflict with the desires of the activity studied.
Salary: $81,460.00 - $125,926.00 /year
