Humanitarian Affairs Officer / Liaison Officer

A Memorandum of Understanding (MOU) was signed between OCHA and the ECOWAS February 5, 2004 with the following objectives: To improve the response to humanitarian crises, contribute to the achievement of lasting peace in the region of improve the capacity of humanitarian action and conflict management, better meet the needs of vulnerable populations, alleviate human suffering in disasters and emergencies, advocate for the rights of people affected by conflict and natural disasters, promote preparedness and prevention and to create an environment conducive to sustainable development. The liaison function will help to strengthen the partnership and commitment with the order to coordinate the humanitarian response and the principles effectively engage the member states on disaster preparedness and response and other humanitarian issues with regional implications The Humanitarian Affairs Officer / Liaison Officer will work closely with the Department of Humanitarian and Social Affairs and coordinate with the Humanitarian Support Unit (HSU) in the Office of the Resident Coordinator for Nigeria

Responsibilities 
The Director HAO / link will have the following main functions: 1. Engage in dialogue with his / her role as strengthening preparedness and response and provide support on policy and operational aspects related to acute poverty, complex emergencies and the impact of disasters. 2. Participate and support initiatives, including measuring the impact of natural disasters such as floods in West Africa, the monitoring of the implementation of "regional stockpiles in Mali and other initiatives related to the preparation and humanitarian response. 3. Assist in the development of memoranda of understanding with regional agencies and institutions on DRR / preparation and support training for emergency response team. 4. Assist in the development of the strategy, policies in the short and medium term planning and priorities, especially in finalizing "a three-year humanitarian plan of action. 5. maintain day to day and technical liaison with the Department of humanitarian and other key entities within the organization and to provide timely and relevant information for the RC and the Head of Office on all matters ROWCA urgent and important humanitarian with regional implications.

Skills: 
Advocacy / promote a level-oriented policy agenda 1.2: Information Ppreparing advocacy Identifies and communicates relevant information for a variety of public advocate for UNDP's mandate to develop results-based and 1.2 Level Management: Helps into results through primary research and analysis assesses the performance of the project to identify success factors and incorporates best practices in the working draft of how the activities of the program searches to identify the critical points of the integration of specific steps Monitors project / program implementation Analyze the situation countries identify development opportunities project participates in the formulation of project proposals and ensure the rigorous background in the design and implementation of effective approaches and proven drafts proposals accordingly

Required skills and level of education
From the University experience in political science, sociology, law, international relations, or experience in a related field: four to six years of relevant professional experience in humanitarian affairs international experience Working with Language Requirements advantage Fluency in English and French (written and oral) Additional Requirements: Proven inter-personal communication and good experience of literacy skills in a multi-cultural environment Computer Proficiency in English and French (written and oral)
