Project Accounting Manager - Counterpart International

Counterpart International is looking for a Project Accountant to manage all accounting and financial activities related to matching grants worldwide and draft contract. Reporting to the Controller, the incumbent will oversee and manage all accounting and financial activities for the development, implementation, reporting and close matching grants and contracts projects. The successful candidate will provide high-level support for the controller and chief financial and administrative management with other division managers.

Duties and Responsibilities: 
Supervise accounting project headquarters and oversees all activities of project accounting. Advises accounting headquarters and field projects and solves the queries of project accounting as needed. Supervises the maintenance and filing of grant and contract project, sub-award recipients and other legal documents, and details on the project summary of the Company intranet. Ensure that all obligations of donors are recorded in the accounting system, and assists the Supervisor in establishing accounting functions of setup project in the accounting system. Participates in the development of the budget of the proposed projects with program staff to ensure consistent and optimal development project budget. Responsible for ensuring the development and maintenance of monthly cash flow projections for all projects. Develops and maintains a process structured to ensure that the documentation in the field of finances and relationships are sufficiently reviewed and approved by the head office staff, and all transactions are in compliance with internal policies and procedures, the donor regulations and accounting principles. Ensures a high level of information on the project financial management program managers and division and other internal customers.Responsible for coordinating the timely preparation of annual budget for all projects and roll later in the budget figures of the company. Ensure that all projects monthly bills are prepared and provided to the Ministry of accounts receivable on a timely basis. Ensure that all project financial reports for all grants and contracts, including all quarterly reports as standard, are prepared on a timely basis. Develop improved financial management reports of the project to help project management, including the rate of combustion, providing regularly updated forecasts of cash flows for the projects and the development of methods for the report program's financial metrics. Ensures that all financial activities and requirements for project closure-outs are made on time. Assists the Controller in the preparation of information required for a 133-verification purposes. Maintains updated practical knowledge of government regulations applicable to the various grants and contracts.

QUALIFICATIONS: 
6 + years of experience in accounting required, including at least four years in an international non-governmental capacity in project accounting. Experience in the field and headquarters accounting environments preferred. Bachelor's degree in accounting or related required. U.S. government grants and contracts experience. Knowledge of reporting requirements and donor agencies, including OMB circulars, CFR and FAR preferred. Advanced skills required Excel spreadsheet. Experience using QuickBooks accounting systems and multiple, including Fundware or MS Dynamics preferred. Experience in using financial tools beneficial author of the report. Strong customer service orientation skills and communication, both verbal and written, with the ability to interact effectively with all levels of staff and management with varying degrees of financial literacy. Strong analytical skills and attention to detail required. High degree of initiative and flexibility to successfully meet deadlines. Ability to multi-task and work under pressure in an often fluid. Must be willing to travel to developing countries. Skills in Russian, French or Spanish a plus.
