Counterpart International is seeking a senior program manger to conduct and support its program of civil society in Afghanistan since the siege of return in Arlington, Virginia. The Senior Program Manager will be responsible for general management, management, and support of multi-million dollar civil society and capacity building programs. The ideal candidate will have a minimum of ten years of experience, with experience implementing international development programs, large scale, extensive experience working on USAID programs and contracts, and a thorough knowledge Afghanistan, its people, culture and languages.
Duties and Responsibilities:
The SPM manages and directs the programs matching the Afghanistan civil society with an emphasis on civil society capacity building. Quarterly trip to Afghanistan to help the implementation on the ground. Maintains communications and provides information to USAID, prime contractors, donors, and other organizations as stipulated in the agreements of cooperation program, grant agreements and contracts. Provides policy advice and technical personnel in Afghanistan in the relevant key areas such as civic engagement, gender equality programming, community mobilization and capacity building of NGOs. Monitor and evaluate program performance. Monitors program finances and monthly pipelines, and provides oversight and guidance to field staff regarding program expenditures, working closely with accountants and financial managers HQ field. Reviews and evaluates the work plans of the program and program reports. Engages in staff decision making: the screens and interviews candidates for field staff key positions of the seat, and potential new staff proposals.Select and expand the fields of work for consultants in consultation with program managers appointed in Afghanistan. Coordinates implementation of the program with other headquarters divisions counterpart. Attend all phases of the program and proposal development. Represents compensation to conferences and other events. Prepares and critical communication program for external audiences.
Qualifications:
Degree in political science, international relations, development studies, and / or other related field. Minimum 10 years of previous work experience preferably in international development. Minimum 5 to 7 years of experience managing or supporting the programs funded by USAID in Afghanistan and other conflict zones in Central Asia and / or the Middle East. Sound experience and demonstrated project management, including budgetary and financial management. Strong Internet skills and software, including MS Office Suite programs, and research tools on the Web, as well as the ability to work in environments with complex databases. Working knowledge of part F of USAID and performance monitoring and evaluation methodologies and indicators.
