Counterpart International is seeking a Program Director (PD) in Niger for a program focused on promoting peace through youth involvement improved, improved access to credible sources of information, and improving local governance and the community. As program director (PD), the person will represent Counterpart International in Niger for local and national authorities, local CSOs and other donor organizations. The PD will serve as a representative of counterpart meetings and events of the program and be responsible for implementing technical and administrative oversight of program activities. The PD will be responsible for day to day management of the program and ensure that the program is progressing effectively and achieve its objectives in a timely manner. RESPONSIBILITIES:
Manage direct the program office, budget and staff and program monitoring and evaluation. Supervise technical services for the construction of peace, youth engagement, access to information governance, and local community. Coordinate engagement with CSOs, community leaders, youth groups, media, local and national authorities and other key stakeholders. Monitor implementation to ensure effective collaboration with local NGO partners and other development partners to achieve the objectives of the program. Be sure to timely reporting program and informed of the activities in the country. Develop annual work plans. Maintain regular communication with the supervisor, updates on program activities and achievements against targets. Lessons Learned Part of the program to inform ongoing implementation of the program and assess opportunities for regional activities that could add value to the achievement of program objectives. Ensure that the program is implemented within budget and in accordance with the regulations of the donors.
Requirements:
A minimum of 7 years professional experience in international development, with at least five years in Niger or in a West African countries, preferably as the head of the program director Party, or representative per country. At least a master's degree in international development, political science or a relevant field of study. Experience in managing programs focused on youth engagement, access to information and / or local governance. Ability to provide high-level strategic vision and leadership to program staff technical level. Experience managing USAID or similar projects funded by international donors. Strong interpersonal skills and communication, including written and spoken English, to meet the technical and program management. Ability to develop and communicate a shared vision between partners and lead a multi-disciplinary team. Ability to work under pressure and manage multiple activities in Niger, including regular trips across the country. Proven experience working effectively with youth, media, civil society, local authorities, regional and central. Outstanding leadership in the design, implementation, monitoring and evaluation of international donor support, with expertise in strategic planning, management, supervision and budgeting. Fluency in French.
Preferred
experience managing complex activities involving coordination with multiple partners and organizations in the implementation. Familiarity with USAID rules and regulations. Regional experience and the ability to identify problems and concerns related to the developments in Niger.
