The Office of Finance and Administration (OFA), Bureau of Management (BOM) is a dynamic office and focused on the results of the United Nations Development Programme (UNDP). OFA contributes to the global development agenda of UNDP by being a strong partner with other parts of UNDP, promoting clear and strong financial accountability and control of compliance with the UNDP financial and administrative regulatory framework. OFA is responsible for global financial operations of UNDP. The organization receives income from a variety of sources of funds, more than U.S. $ 5 billion per year. Financial management includes, but is not limited to: the investment of excess liquidity and foreign exchange activities, hedging programs to protect the value of contributions, the financing operations offices in 166 countries, accounting for transactions financial and production of financial statements, financial reports to donors and the UNDP Executive Board, and part of the organization of internal control.

Responsibilities 
The Policy Specialist / Special Assistant reports directly to the Deputy Assistant Administrator, Deputy Director and Chief Financial Officer, BOM and is responsible for supporting the management of the Office of Finance and Administration and provide strategic advice and support of UNDP financial and administrative questions. The position also provides support to the supervisor with regard to its responsibility for the OPB. Basically, he / she will be responsible for the following: advice and support policies to support the maintenance and development of financial and administrative control of UNDP. Provide advice on policy interpretation UNDP financial and administrative procedures. Supports the implementation of Executive Board decisions and provides inputs taking into account the principal legislative, policy and management forums and external groups to include the Executive Board, the ACABQ and the Network HLCM sponsored by the Commission Finance. Coordinate and prepare responses to policy issues in country offices and HQ. Management review of the regulatory framework and support the preparation of new policies, regulations and rules, including those relating to UNDP financial regulations and rules and the Finance Manual. Make sure that the control framework meets the evolving needs of UNDP.
