Consultant, Equity and Educating Analyst - UNICEF

Many children not attending school are now in developing countries and come from marginalized groups - the poor, in particular locations, girls and minorities. There was more evidence on the extent of the exclusion of education, and ways to overcome obstacles and bottlenecks as well as the approximate cost to reach these children. However, such evidence is still weak and are not available in a systematic form. To this end, UNICEF has undertaken efforts to analyze the obstacles and barriers that restrict access and equitable outcomes in education, as part of a larger strategy of education and equity. A modeling approach that is being undertaken by UNICEF is an adaptation of the Marginal Budgeting and bottlenecks (MBB) used in health - which focuses on the effects of removing constraints. This is done in collaboration between the UNICEF West Africa Regional Office (WCARO) and headquarters.

The board will include a minimum of four face to face: 1) a first face-to-face NYHQ UNICEF to discuss the terms of reference, plans, ideas, 2) the second meeting will include participation in Extended Team Meeting in September 2011, 3 and 4) a report and update on progress. Schedule Trip to New York and Washington (at least I travel) and WCARO to be determined. Consultant will be paid at the end of each month - on receipt of an invoice. Key skills, technical knowledge and experience: a) The consultant must have a master's degree (PhD or equivalent preferred) in education, economics, statistics or a related field. b) the specific expertise / training in modeling and statistical analysis, including the cost of strategies to address barriers to education c) At least ten years of experience on issues of international education with a familiarity with issues of equity in education d) Good written and verbal communication skills, organized and able to present ideas in a concise and logical, including proven ability to synthesize information long and complex in simple language and short. e) Fluency in English
