As of June 30, 2011, $ 3.4 billion in project grants and fees from funds of the GEF Trust / LDCF / SCCF was approved by the GEF Council and CEO. Based on the requirements for implementation of IPSAS, all accounts receivable of UNDP must be recorded in the Atlas. To ensure compliance with IPSAS, the trust fund must be reviewed and reconciled both at the project level and at the financial statements. Consultancy services in the short term are required to perform and complete reconciliations of all GEF / LDCF / SCCF funding (including cost sharing) by the end of 2011.
Responsibilities The consultant will be placed in the Finance Unit and the GEF / EEG / BDP, and will be responsible for: preparation for IPSAS - prepare the report on data reconciliation at the level of commitment project between UNDP / GEF and the GEF Trustee (about 2500 projects, U.S. $ 3.4 billion), the preparation for IPSAS - prepare the report for reconciliation on the Trust Fund of the GEF / LDCF / SCCF (1991 to 2010) at the project level and financial statements, including but not limited to expenditures, income and other transactions; Prepare expense reports at the project using data extracted from criminal GLFRS, GIS PFMS, FINEX, UNEX and Atlas, in coordination with their colleagues from the OFA and verify expenditures; Compare and reconcile project expenditures charged to the GEF Trust (DPVC) funds, cost sharing (DPCS ), and sub-trust funds, etc. Prepare a list of items for follow-up with the commanders on projects with elements of ongoing reconciliation; Perform other duties as required.
Rich Experience Skills using existing systems, including UNDP GLFRS, GIS, PFMS, etc. (1991 - 2003), Good knowledge of Atlas and UNDP finance and accounting structure, knowledge of the GEF Excellent IT skills (Excel), the skills of reconciliation Good, Strong analytical skills Results oriented skills and experience university degree in accounting or finance; Fluency in English.
